 酸雨說 民進黨批造謠打擊果農

國民黨台中市長參選人盧秀燕日前到梨山考察時，竟說「酸雨造成水蜜桃結果率下降」、「有遊客買到來路不明、品質差又難吃的梨山水蜜桃」，台中市議會民進黨團八日召開記者會（見圖）指責，盧秀燕為了選舉，任意造謠，嚴重打擊梨山水蜜桃聲譽及觀光發展，傷害梨山地區農友，讓人感到遺撼，同時呼籲大家踴躍前往梨山觀光，安心採購高品質的梨山水蜜桃。

對此，盧秀燕表示，以這種手法操作令人遺憾，她到梨山後有農民向她陳情：「空污不是只有在平地，梨山地區海拔兩千公尺高的地方都有空污的情況，而且近兩年很明顯。」反問林佳龍「請問你知道農民的聲音嗎？」「你知道台中空污嚴重的情況嗎？」「民進黨開記者會難道是質疑農民的心聲？」「你抹黑盧秀燕沒關係，但我們不能容忍你修理農民」，「這才是今天的大新聞！」

 整碗被AI捧去 14學會爭基礎研究

【台灣醒報記者蔡岳宏台北報導】「專題計畫經費扣除人事等開銷後，剩下1萬元連1根實驗用抗體都買不起！」由於今年科技部大力推動人工智慧產業，導致基礎研究經費受擠壓，對此，代表14學會的細胞及分子生物學會理事長施修明12日於「科技部獨厚AI，刪基礎科研經費」公聽會提出，科技部應解決科研經費不足、勿用數字模糊焦點等4訴求。科技部次長謝達斌則回應，會爭取基礎學術研究計畫經費予以獨立匡列。

今年開始，不斷有學界質疑科技部預算分配不公、大利推動AI產業，又大幅刪減基礎科研經費、打壓博士後研究員及助理，對此科技部長陳良基日前親上火線稱「有求必應」，仍滅不了火。因此，立委陳宜民12召開公聽會，邀集科技部、細胞及分子生物學會、台灣發育生物學會等12位專家學者，希望科技部檢討政策方向，保障基礎科研經費、妥善規劃博士後進修管道、取消獨厚特定領域的補助。

針對經費大砍的質疑，科技部司長莊偉哲提出內部數據澄清，107和108年度的生醫農科研發經費都比過去2年多出5億元以上，107年專題計畫核定件數2,058件也與往年無異，絕對沒有大幅刪減的問題。但他也坦承，去年因增加基礎科研的經費，預先核定較多額度，今年預算卻遭砍9.2%，只好先支用預算補足，他保證，明年專案計畫平均經費至少維持110萬元，否則他引咎辭職。

莊偉哲也向立委喊話，期望基礎研究經費納入公務預算，不隨意遭刪除。陳宜民則認為，立法院審查預算以統刪為慣例，科技部應適當分配經費，並且一次性補足，不要將預先挪用經費作為慣例。

「部長說支持基礎研究不手軟，我看到是打壓基礎研究不手軟。」學會代表施修明指出，科技部生科司學門預算105年與106年都有增加，但107年卻減少4.4億元，反映經費分布不均的問題。他進一步說明，「以今年專題平均經費104萬元為例，扣除助理與研究生薪資72萬、管理費13萬、教授主持費18萬，只剩下不到1萬元的實驗耗材費用，什麼東西都買不起。」

陽明大學生科院長陳鴻震，分享擔任科技部審查委員2年多的經驗指出，科技部長甫上任之際，提出的許多政策都跳票，有失誠信問題，再多的解釋都是枉然。陽明大學以科技部網站數據做出統計，今年包括台大、陽明、交大的基礎研究通過審查的比率都降低，與科技部提出的數據兜不攏，他反問「學者應該要相信誰？」

施修明重申學界的4點訴求，包括廢除修訂的「延攬客座人才作業要點」，妥善照顧科研人才；正視生醫領域長久經費不足的問題，提出一次性解決方案；另外，應依物價指數逐年調升研究經費；最後，勿再用數字模糊焦點，重視學界實際感受。
