 遠離眼睛缺氧危機！ 藻元酸保濕新趨勢

戴隱眼追劇不眠不休 女大生角膜缺氧兩眼通紅

一名22歲大學生小琳，患有近視與散光，因平時非常重視形象與穿搭，故選擇配戴隱形眼鏡矯正。喜歡追逐時事潮流的她，閒暇時間就是滑手機與平板更新時事，放學後也常坐在電腦前追熱門夯劇。近日在朋友的推薦下，一時興起又在電腦前追了整整12小時的宮廷劇，正當要休息取下隱形眼鏡時，一照鏡子才發現雙眼通紅，十分乾燥不適，鏡片也拔了好幾次才取下。隔日起床，眼睛仍佈滿血絲，且連眨眼時都感到疼痛，就醫後確診為因長期配戴隱眼缺氧所引起的「角膜缺氧」，如延遲就醫，嚴重還可能導致視力毀損。

過度使用3C不眨眼 小心眼睛喘不過氣

眼科診所院長王孟祺醫師表示，隱形眼鏡可分為軟式與硬式兩種材質，因前者較易取得且容易驗配，故在台灣有90%的人選擇使用軟式隱形眼鏡。而水分蒸發，一向是配戴軟性隱形眼鏡時，產生乾燥感的主要原因。當民眾過度使用3C產品或長時間處於冷氣房時，眨眼次數以及淚水覆蓋於眼球表面的時間也相對減少，導致水分容易蒸發，隱形眼鏡自然也變得乾燥、不透氧，進而引發眼睛紅腫、乾澀、發炎等不適現象。

兩性離子鏡片添加藻元酸 守護雙瞳新選擇

如欲減少軟式隱形眼鏡帶來的不適，王孟祺醫師說明，除了配戴時間不應超過8小時，且應符合度數外，更要注重材質的透氧性與含水量。目前市面上的隱形眼鏡百家爭鳴，為了提升使用者的配戴舒適度，有的於保存液中添加玻尿酸、海藻酸成分以保持鏡片濕潤；有的使用透氧性佳的硅水凝膠作為鏡片材質；最新趨勢還有來自日本的兩性離子鏡片材質，添加藻元酸成分，提供消費者多元化選擇。

諮詢專業符合度數隱眼 正確使用矯正視力 

王孟祺醫師指出，因目前市面隱形眼鏡取得容易，臨床常見年輕人為追逐時尚潮流，與朋友合購鏡片、互換有色隱形眼鏡配戴等現象也屢見不鮮，除了度數不符易讓眼睛疲憊、無法矯正視力外，更有造成視力毀損的可能性，不可不慎。最後，王醫師也提醒，儘管隱形眼鏡選擇漸趨時尚、多元，民眾仍應於諮詢專業意見後，依自身需求選擇適合配戴的鏡片，才能有效保護雙瞳、矯正視力。

 攙偽或假冒及成罪 立委主張重判

【台灣醒報記者楊蕓台北報導】每當食安事件發生，法官會依「是否造成健康危害」判斷是否違反食安法，僅科罰金也常被詬病「判太輕」。民進黨立委吳焜裕9日主張，不論是否危害健康，只要有「攙偽或假冒」就構成犯罪，學者曾淑瑜則在公聽會建議，食安法立法精神是「維護消費者健康」，若要納入攙偽假冒，食安法應擴大成「食品管理法」，取得對不肖業者破壞交易秩序管制的正當性。

2014年爆發頂新劣豬油案後，食品攙偽議題引起各界關注，民進黨立委吳焜裕9日在「食品安全衛生管理法中攙偽假冒刑責之檢討」公聽會指出，法官在判斷「食品攙偽是否造成國民健康危害」時常有不同見解，「判輕被罵、判重也被罵」，他認為，即使摻偽假冒食品對健康沒有危害，業者仍欺騙消費者並取得錢財，僅以刑法課以罰金無法達到嚇阻效果。

實務上，法律攻防多在是否危害人體健康，或是只要「攙偽或假冒」就構成犯罪。吳焜裕提出修法草案，主張違反攙偽假冒的業者，按其侵害權益的程度給予不同懲罰。如欺騙消費者判2年以下有徒刑併科4百萬以下罰金；損害財產則依輕重，處不同年度的刑期；對健康有危害之虞，處1年以上7年以下有期徒刑；對健康有危害之虞，但情節輕微者，則處5年以下有期徒刑等。

與會的交通大學科技法律所教授倪貴榮認為，現行食安法立法精神在於「維護消費者健康」，若要納入攙偽假冒，建議現行食安法應擴大成「食品管理法」，使立法目的更為廣泛，以取得不肖業者對財產危害及破壞交易秩序管制的正當性，此外，攙偽類型、構成要件與裁罰應有更明確的定義，「哪些放在刑法、哪些回歸到主管機關裁罰、有無危害健康的攙偽罰則等都應加以區分。」

「食品安全不應是包山包海的集合性法益。」台北大學法律系曾淑瑜表示，製造、販賣攙偽假冒的食品或食品添加物，如使用人工酵母製作麵包、高價米摻入低價米等，不盡然都對身體健康有危險性，不符合違反食安法的構成要件，不應處以刑罰。至於吳焜裕提出的草案，曾淑瑜認為，刑法已有詐欺罪可適用，不必在食安法中重複訂定。

台灣養蜂協會理事長鄭金崑則支持將欺騙消費者的業者繩之以法，「市面上充斥添加香料的假蜂蜜，縱使對健康沒有危害，但仍可命名為蜂蜜，對消費者及遵守法律的業者不公平」；董氏基金會主任許惠英則說，業者攙偽使食品品質不實，例如黑糖添加焦糖色素、橄欖油混大豆油等，雖然沒有造成健康疑慮，但與消費者購買時的預期有落差，「食安法應要定義管健康，還是也要管理品質。」
