2018九合一選舉，全台選務人力恐開天窗，六都、十六縣市缺額高達5萬7千餘人。有人將這樣的原因歸咎於年改，導致教職人員不願承擔選務。

反年改的理由千百種，有人無法出國度假、坐郵輪，深感晚景淒涼；也有人自稱「縮衣節食」，早餐吃饅頭，中午吃粽子，晚餐吃水餃，帶裝剩菜的便當，還把前幾日沒吃完的披薩拿來加熱再吃；更有人以美式賣場好市多（Costco）門可羅雀為由，哀號消費主力的軍公教因為年改只好節約消費、存老本；前一陣子更有房產業拋出房市爆發拋售潮，擔憂房產市場將失去軍公教的主力買盤。

因為反年改，所以教職人員不承擔選務工作。如果這樣的邏輯可以成立，45歲以下未領有十八趴優存利息、贊成年改的教職人員應該樂意承擔選務工作。

全台選務人員吃緊

全台選務人力吃緊，我們都該誠實點，而不是無限上綱牽拖年改。幾點意見供參：

首先，教師到底可不可以拒絕選務工作？教師法第16條規定，教師得拒絕參與教育行政機關或學校所指派與教學無關之工作或活動；但是教育部也拿出總統副總統選舉罷免法規定，投票所、開票所主任管理員，管理員得洽請各級政府機關及公立學校推薦後遴派。

因為教師素質相對整齊，心態上較趨保守，面對爭議性較大的選務工作自然能以嚴謹的態度完成，也成為守護台灣選舉工作的最有力幫手。

相較美國的選務工作大多由不同族裔、口音歧異的志工來擔任，台灣教職人員從過去就承擔了諸多教學以外的任務。這種現象不是小英總統執政才有，而是歷史共業。若真要拒絕選務工作，應正視問題本質，而非牽拖年改效應。

工作量與補助津貼不成比例

其次，工作量與補助津貼不成比例，才是選務人力開天窗的主因。

台灣在過去10年內僅6案交付公投，因為公投提案門檻從千分之五，調降到萬分之一，公投案暴增。舉凡從白天領票時的工作量到截止投票後的開票工作，工作量暴增數倍，兩千餘元的補助津貼顯得渺小。又加上台灣選民熱衷政治，選務人員稍一不慎，就有陷入作票疑雲的泥淖中。教職人員何須為了兩千餘元的津貼而惹禍上身。

何況，年底選舉先開九合一選票，再開公投票，開票時間勢必拉長。過去下午四點投票結束，下午六點便能開票結束收工回家的景象絕對不復存在。

中選會曾以九合一大選與5個公投案進行模擬估算，推估最晚凌晨可以全數完成開票。相較過去增加的工時，選務人員在津貼不變的情況下自然能閃則閃。中選會直接拉高選務人員的津貼，自然可以提升教職人員擔任選務的意願。

教師權利義務應該相對等

最後，教師永遠是台灣社會默默犧牲奉獻的一群，但權利義務應該相對等。筆者贊成公平正義的年金改革，更不會將所有問題牽拖年改，但是社會大眾看待教師這職業時，應該多給予尊重與體諒。

別再提出教師參與學生畢旅時要自付旅費的主張，漠視教師需在畢旅時承擔照顧學生的責任與超時工作的問題；更別攻擊教師白吃白喝營養午餐，漠視班級導師需在學生午餐時承擔的責任。

社會要好，大家應該互相體諒，而非假公平之名，行冷漠挑剔之實！

 支持者不甘 推艾維樂再戰普選

紐約州參議員艾維樂(Tony Avella)在初選輸給其挑戰者，紐約市前主計長劉醇逸，不甘失敗的支持者組成「Families for Tony」，29日在邦恩公園(bowne park)集會，鼓動艾維樂普選再戰；但艾維樂並未給予表態或回應。

Families for Tony成員林小蓮表示，艾維樂在乎社區大大小小事情，此次造勢除了表達他對社區貢獻的感謝，也要讓他知道，仍有選民支持他繼續參選，期待他聽到呼聲，「希望這兩天就能聽到好消息」。

現場十多名各族裔支持者，以「家庭、學生、耆老、婦女、亞裔需要你」為口號，來表達對艾維樂的支持；作為資深共和黨人的任伯年等也到場跨黨相挺。

作為組織者之一的黃友興則表示，集會是支持者自發組織，艾維樂尚未表態願意積極再戰普選，但支持者將繼續說服他。

艾維樂在13日敗選之後，表態無意普選再戰；但在11月6日普選中，他的名字仍位列獨立黨(Independence)和女性平等黨(Women’s Equality Party)選票上。
