【台灣醒報記者蔡岳宏台北報導】「高雄林園、大寮20年來慣性淹水，連小狗都學會跳上神桌避災！」近日大雨狂炸南台灣，嚴重淹水恐引爆疫情，國民黨高雄市長候選人韓國瑜、藍委蔣萬安、張麗善和許淑華30日舉行聯合記者會，批評政府防災不利，呼籲政府加強登革熱防疫，並放寬淹水補助標準至積水30公分、延長申報時間。張麗善表示，補助申報時間太趕，導致居家和農業損害都無法反映實際情況，應予以延長。
中南部豪雨成災，國民黨高雄市長候選人韓國瑜30日於立法院，找來南部農業縣市的藍委張麗善和許淑華對於災後補助、防疫指出一條明路。韓國瑜、蔣萬安、張麗善和許淑華4人一同表示，水災進入第8天，從總統乘雲豹裝甲車勘災、副總統變裝出遊等事件，都顯示政府螺絲鬆散，但救災絕不能怠忽，尤其應全面檢討抽水站、排水系統的功能。
針對災害補助，張麗善建議，民眾電器、傢俱泡水嚴重，應比照莫拉克颱風的往例，將目前的災害標準由積水50公分放寬至30公分。另外，目前申報時間限制為10天，但農業災情慘重，延長申報時間才能據實呈報。針對內政部長徐國勇認為「農曆7月農作多採收完畢，農損不大」，張麗善批評官員「不知人間疾苦」、「沒有務實勘災」，造成災害報告不符合現實。
「農委會主委林聰賢日前視察災情，共有23處潰堤，卻只有150幾萬災損。但漁民自行評估光1處防洪道潰堤，漁塭損失就超過50萬以上。」張麗善指出，蔬果全泡水，二期花生也全軍覆沒，就連快要採收的文旦都會受水氣影響，容易腐化並降低甜度。對於農糧署的農作補助只達14%，張麗善建議，農業災害補助應重啟國民黨時代的95機制來鼓勵復耕，依照成本價補助95%，農民僅自損5%。
至於登革熱的防疫，許淑華提醒， 21號颱風燕子可能加劇台灣的雨量，政府應謹記2015年蘇迪勒颱風過後，導致台南、高雄4萬人因登革熱就診、218人死亡的慘劇。根據疾管署統計，目前登革熱病例累積55例，其中台中淹水並不嚴重，卻新增5例，顯示登革熱恐有擴散的現象。許淑華也指出，國軍救災辛苦，且常接觸動物屍體，呼籲國防部應對官兵進行健檢。
「積水0.5公分就可長孑孓，24小時內清除積水是防疫關鍵。」蔣萬安表示，雖然目前水災後尚未爆發登革熱疫情，但他會強力監督衛福部與地方政府，「疫情防治應擦去淚水，多些汗水，更不要口水。」他也提醒，水災導致豬隻、雞隻死亡，食藥署應確實統計屍體數目，防範家禽的死屍流入市面，為民眾的食安把關。
